Former police chief Norm Stamper who was recently on Coast to Coast AM twice wrote a book in 2006 about the police corruption he discovered (radio show host Ian Punnet did good this time by getting this person on). He claims that it is because of poor police training and pressure that many officers become corrupt or break the law themselves.
Strangely, the New York Times doesn’t mention this story, or at least I couldn’t find anything about it on Google.
